Services Diversion & Tank Decommissioning
This Civil & Environmental project was managed by Simon, who was appointed as Site Manager with responsibility for overseeing and delivering the works on behalf of the Principal Contractor. Under the Construction (Design and Management) Regulations (CDM), Civil & Environmental assumed full responsibility for the planning, management, coordination, and execution of the construction phase on behalf of the client.
As Site Manager, Simon was responsible for the planning, management, and coordination of all health and safety activities throughout the construction phase. Key duties included conducting contractor inductions, issuing permits to work, enforcing site safety regulations, supervising subcontractors, monitoring project progress against programme milestones, and maintaining effective communication with the client and project stakeholders.
The project involved preparing and clearing an operational site to facilitate the construction of a new Activated Sludge Plant (ASP). This required the safe removal and decommissioning of two above-ground biological treatment tanks, together with the diversion and modification of several critical underground services.
The scope of the service diversion works included the relocation of the site’s main power supply to the effluent treatment plant, two pumped trade effluent pipelines, one pumped foul water pipeline, and the primary water supply serving the treatment facility. Careful planning and coordination were required to ensure continuity of operations and minimise disruption to the existing treatment processes throughout the works.
Following the successful diversion of all services, the redundant biological treatment tanks were decommissioned and demolished. The existing concrete foundations were subsequently broken out, processed, and crushed on site, allowing the area to be safely cleared and prepared for the next phase of development.
The completed works provided a safe, obstruction-free construction area, enabling the successful progression of the new Activated Sludge Plant installation while maintaining compliance with all relevant health, safety, and environmental requirements.
